Obtaining and implementing the necessary technologies is one of the most difficult challenges that countries, particularly developing countries, face in achieving sustainable development. While financial resources play a role in access to technology, it is not the only issue. In many cases, legal and institutional frameworks obstruct the development, import/export, transfer, and application of technologies for sustainable development.
